Full Description:
Henry Knox and Robert Morris. Paper classifying prisoners under four headings. 1, Military prisoners, with total number for each ranking. 2, Naval prisoners, with total number for each ranking. 3, Prisoners for offences against the laws of war which includes deserters, spys, marauders and incendiaries. 4, Citizens. Tariff 1 and 2 given show the value of military and naval prisoners according to their ranking. Offenders against the laws of war should be punished, and citizens liberated and the balance accounted for as private soldiers. Proposal that the rations to prisoners should consist of the listed articles.
