Full Description:
Commissioners Knox and Morris to Commissioners Dalrymple and Elliot. If the alterations proposed by them should be adopted, the four classes of prisoners would be reduced to three under the following descriptions. 1, Military prisoners including officers and soldiers in the regular armies. 2, Naval prisoners. 3, Prisoners for offences against the laws of war. They cannot assent to British soldiers being exchanged for American citizens [or American seafarers] and propose that citizens wheresoever detained should be liberated.
