Full Description:
Peter Russell to Captain Smith. Transmitting a copy of a proposition from Washington so that Clinton may know what steps have been taken to relieve the troops who are prisoners with the enemy. Russell has no expectations that the enemy's Commissioners will at present agree to any exchange of communication. Sees their object appearing to be an endeavour to oblige payment to them of a certian periodical sum for the maintenance of the population in their hands, and if possible to draw by means of the balance they suppose to be in their favour for past accounts of the same nature.
