Full Description:
Dalrymple and Elliot to Knox and Morris. Having transmitted to Rear Admiral Digby the proposition which they had received from the Commissioners of Washington respecting the collecting of naval prisoners at certain places and establishing a tariff to regulate their exchange, they have received for answer that if Washington's Commissioners consent to pay the debt to the Navy which they acknowledge by giving British soldiers in exchange, the admiral will not object to the tariff proposed. Dalrymple and Elliot therefore declare their readiness to proceed immediately to the liberation of all naval American prisoners, either owing to, or actually in the possession of Digby, by accepting British prisoners of war in exchange.
