Full Description:
Knox and Morris to Dalrymple and Elliot. Elizabeth Town. In the actual situation of affairs they must decline exchanging seamen for soldiers. Any convention for liberating prisoners by pecuniary compensation would only form part of a general cartel. They think it would be most proper to suspend exchanges until the general business referred to the Commissioners be determined. At present a pecuniary compensation for soldiers cannot be accepted.
