Full Description:
Knox and Morris to Dalrymple and Elliot. Elizabeth Town. As there appears at present an insurmountable obstacle to settling a general cartel, it becomes proper to proceed to the other objects of the meeting. As fixing the articles and price of a ration appears necessary, previous to adjusting past accounts or making future arrangments, they wish to receive the answers of Clinton's Commissioners on the subject. Consideration of particular exchanges must be postponed until past accounts are adjusted. Proposing to accept on the part of the United States the sum of £200,000 sterling for the balance of all the accounts for maintaining prisoners.
