Full Description:
[Clinton] to O'Hara. New York. Instructions to go to Charlestown and proceed with a reinforcement to Jamaica which is threatened with a powerful Franco-Spanish invasion force. He is to return to this continent as soon as Jamaica is in safety. If before October he is to proceed to New York, if later to Charlestown. The Adjutant General will give a return of troops for this expedition. Blank warrants and deputations will be sent, and he is hereby authorised to approve the sentences of the said courts-martial, excepting such as extend to life of limb and cashiering of commissioned officers.
