Full Description:
Shelborne to Carleton. Whitehall. Secret. Due to intelligence on the designs of the enemy representing Quebec as the object of the armament preparing at Brest, it has been judged proper to change the destination of the German Recruits. They are now ordered directly to Halifax as the station nearest at hand for the assistance of Quebec, and it is not too remote to be readily removed to New York if the intelligence should be found to be fallacious or the enemy should change their purpose. Campbell is ordered to give notice of arrival.
