Full Description:
Dalrymple and Elliot to [Knox and Morris]. Elizabeth Town. Explain cause of delay in answering their letter of 14th instant. In order to make the proposal that each party shall in furture subsist their own prisoners, effective powers must be vested in persons properly appointed to purchase provisions should any accident happen to those intended for their use. They expect Washington's Commissioners will recede from their declaration against the purchase of provisions by British Commissioners, otherwise they propose the prisoners be maintained as formerly.
