Full Description:
Earl of Shelborne to Carleton. Whitehall. The transports and victuallers intended for New York with British recruits, stores and provisions have been delayed and it is now proposed to send them to Halifax, for reasons stated in his letter of the '15th instant'. Brigadier-General Campbell is to advise him of the arrival of this convoy. German recruits to be ordered to proceed to Penobscot.
