Leslie to Germain. Camp near Charleston. Detailed discussion which includes the fact that nothing very essential has occured and that the enemy have kept their position. Gives numbers of what he believes is the enemies man count, plans, intentions and situations, and recounts what he has done in an endeavour to irritate and harrass them. Is delaying in complying with sending 2,000 men as ordered in the Commander-in-Chiefs dispatch, due to his present state of affairs. Conceives that the intentions of the enemy are to reduce the inhabitants to a want of every necessary, but says that although no victuallers have arrived, they stilll have provisions.
