Franklin to Clinton. New York. Enclosed is a paper entitled a 'State of Facts' respecting sundry murders committed on the Loyalists in the County of Monmouth, [New Jersey] which with the four enclosed Depositions, have been just handed to the Board, as what was intended to make part of the report of Captain Lippincott, relative to his transactions in the county had he been at liberty to have completed his report.
