Full Description:
Thomas Townshend, War Office to Carleton. He has submitted Clinton's list of promotions dated 20 March for royal approval. All approved except for Ensign Allen, who has already been promoted recently. Adds that, almost all of 16th Regiment has been captured in West Florida [by the Spanish].
