Full Description:
General Haldimand to General Sir Henry Clinton. Montreal. Sends a messenger to learn intelligence of the state of affairs in the rebel country. He cannot appear on the frontier too early as the weather has made collecting and transporting wheat diffcult. Has received letters from friends in Vermont saying they are too powerfully opposed to effect a revolution, but are gaining influence and expect to accomplish it in time. Has received instructions from Lord George Germain to make recovering Vermont his primary objective. Haldimand has lost 2 intelligence messengers, hanged at Albany, so he may not receive dispatches sent by the 'Pandora'.
