Full Description:
Thomas Phillips to Lieutenant-General James Robertson. Petition. Phillips was obliged to flee for his attachment to the Government, was taken prisoner by the Rebels, and escaped. The Rebels took his property, and sold both it and his personal estate. Has endeavoured to support his wife and six children, but has been sick. Begs for rations and support. Certified by David Ogden, Isaac Ogden, Thomas Longworth and William Franklin.
