Full Description:
Earl of Shelburne to Carleton. Whitehall. Marked 'Seperate'. 'Judging by the dispatches you will receive herewith, of too much importance to send by the usual mode of conveyance, I have committed them to the charge of Lieutenant Flack of the Engineers who has received orders to serve under your command, to whom you will cause to be reimbursed with the expenses of his journey to Falmouth, and from thence to New York'.
