Full Description:
Don Ferderico, Baron De Winterfeldt, Sub-Lieutenant of the Hibernian Regiment of Infantry [in Spanish service]. Letter of authorisation. Having accomplished the object of the annexed commission is hereby permitted to return to the Havana in the Flag of Truce therein named. And all persons whom it may concern are ordered and requested to afford hm every necessary aid without embarrassment or detention. Given under my hand [ ? ] at Headquarters in New York. No signature.
