Full Description:
[Carleton] to Thomas Townshend. Number 1. Has the honour to acquaint that Mr James Pitcher, Commissary of Musters, has lately died. Has nominated Mr William Porter, the Deputy Commissary who has been in that station 22 years, to succeed him in the duties of the office, and whom he has nominated on account only that with an unexceptionable character and suitable ability, he seems to have the most reasonable claim to favour.
