Full Description:
Haldimand to Carleton. Quebec, Canada. Number 2. Enclosed is a duplicate letter in cypher which he dispatched yesterday, overland. With regard to the exchange of prisoners, he has rigidly adhered to the many applications to the system adopted of not entering into any exchange until the engagements at the Cedars and others should be accomplished by the enemy. He has though, exchanged many of the people of Vermont. Also mentions his wish for arrivals from England, and his having written to several posts telling them to confine themselves to defensive measures. Postscript, arrival of convoy, and still has not received letter of 5 April.
