Full Description:
[Maurice Morgann] to. Cicular letter. Is directed by the Commander-in-Chief to enclose a number of advertisements to be published in every way thought proper and effectual. Asks that if any information is received concerning the vessel (i.e. the 'William and John') and those who committed this act of piracy, measures are taken to detain the ship and seize the persons on board.
