Full Description:
Carleton, New York to Lieutenant-General Alexander Leslie. 'No.4. He approves the delay in the evacuation of St Augustine and would agree to changes made in the garrison if he did not fear that these would delay the evacuation of Savannah and Charlestown. He believes he would have been censured had he given permission to go to Europe at the time. All other operations are suspended until these evacuations are complete. The evacuation is not a matter of choice but of deplorable necessity due to the unsuccessful war'. He again requests that troops from Savannah be sent as soon as possible to New York and those from Charlestown to follow. He is aware of the distresses of Loyalists but considers the safety of the province of the first importance, and should this succeed the prospects of the Loyalists will be more favourable. He has asked the Admiral for a convoy to Jamaica and believes he can provide one. But he has not received any papers regarding the rents of houses.
