Lieutenant-Colonel William Martin to Carleton. New York. Sets out at length his view of the strategic situation and prospects for a 'British victory or defeat', citing military positives and disadvantages over the more important cities and river mouths. Also estimates the quantity of effort and equipment required. Chosing the site of a military emporium at either Rhode Island or Gardiner's Bay [Long Island] to end the present American Rebellion, which was first raised by the 'smugglers' of New England, New York, and Pennsylvania...
