Full Description:
[Carleton] to Governor Harrison. New York. Acquainting him that conferences are opened at Paris for a general peace, and that for the purpose of removing all obstacle, Mr [Thomas] Grenville, who is now at Paris and invested with full powers, has been directed that the independancy of the 13 provinces in America should be proposed in the first instance, instead of making it a condition of a general treaty.
