Full Description:
Rawlins Lowndes to Carleton. Charleston, South Carolina. Is an inhabitant of the province, and after the conquest of Charleston was included in the benefits of the capitulation. He therefore expected to be protected in person and property. He has since remained within the British lines unimpeached of violating his engagements but thinks the continual deprivation of his property is not warranted by any principle of war or policy. Particularly alluding to the practice of carrying off 'negroes' and the loss of a valuable house servant woman whom he desires to be returned.
