Full Description:
De Lancey to Lieutenant-General Campbell. Headquarters. Has been directed by the Commander-in-Chief to submit to Campbell and the general officers assembled who represent Colonel Thompson, along with the copy of Lord George Gemain's letter to Sir Henry Clinton, proposals for raising the regiment, and the warrant granted by Clinton for that purpose. He is to suggest that Campbell will please report to His Excellency upon them. Thompson has directions to attend the Board in order to give you what further information may be necessary.
