New York. Loyal inhabitants and refugees to Carleton and Digby. Address with regard to the negotiations for a general peace by the several powers of war now at Paris. Plus the proposal directed to be made by His Majesty of the independency of the 13 provinces of America, with the first instance, instead of making it a condition of a general treaty.
