Full Description:
General Frederick Haldimand to [Carleton]. Quebec. Number 5. Has been asked to recommend for a reunion if it can be adopted for Vermont by the most respectable men and a major part of the people so as not to expose them to the rage of the colonies. Haldimand asking to hear from Carleton so that he may regulate with them. Has written to the Governor and [Ethan] Allen assuring them of protection and support while they continue in their present sentiments.
