Full Description:
John Campbell to Carleton. Halifax. Sends duplicates of recent letters by the 'Perseverance' frigate which would have sailed this morning but for a false alarm caused by the mistaking of a fleet from England for the French, the fleet bringing about 1,100 recruits under the command of Major Campbell of the 74th. Sends copy of Shelburne's letter and awaits orders. Would send the recruits immediately to New York but for the extraordinary risk of their capture by the French fleet. Major Campbell will go with the Brunswickers to take command at Penobscot.
