Full Description:
Haldimand to Carleton. Quebec. Duplicate letter. Expresses relief on the the return of the messenger with Carleton's letter of 22 July, having feared from the long delay that the messenger had been captured. Says that he 'anxiously awaits either instructions' from England or intelligence from Carleton as to how he should deal with the people of Vermont. Perceives from Carleton's last letter and the observations of the messenger that the enemy 'seem rather disposed to continue the war than to listen to terms of accommodation'. Reports that the messenger says that since Washington's 'late tour' the Loyalists from Albany to Fishkill have been forced to take oaths of allegiance to the States or to abandon their settlements; the people seem more awed by Washington who has issued an order 'to put all persons to death upon the spot, who refuse taking arms instantly when called upon'. That he will defer his return to England until next spring and asks that Carleton let him know as soon as possible of any public matter that might militate for or against this. He has already permitted many prisoners to return to the neighbouring colonies on parole and is collecting the remainder to send them under convoy to New York.
