Full Description:
Carleton to Washington. New York. Sending a copy of a letter dated 10 August, received from Governor Livingston and complaining of the cruelties exercised on Loyalists by 'American hands', the seizing of a fisherman by 'irregular plunderers' from New Jersey. Also refers to incursions by Indians on the northwestern frontier.
