Full Description:
Carleton to Governor Archibald Campbell. New York. Has received intelligence from Charleston that owing to its evacuation, a great number of refugees and 'negroes' intend going to Jamaica. Thinks it proper to give timely notice of this so as to allow the necessary arrangements for their accommodation and subsistence to be made; hopes he will give them every assistance in his power. Has given permission to Lieutenant Sutherland of the engineers to go to Jamaica immediately; he is not yet exchanged but he shall take the necessary steps as soon as circumstances permit. Recommends Skinner and Taylor, two surveyors, who have been with the army for sometime and have lately gone to Jamaica.
