Full Description:
Washington to Carleton. Headquarters. Replying to Carleton's letter of August 23. Nominates Major-Generals Heath and Knox as commissioners for settling a cartel for a general exchange of prisoners. Proposes the date and place of meeting and that the commissioners will be accompanied by their Commissary of Prisoners. Remarks that Carleton's mention of all hostilities on the part of the British can only be so by 'a mutual agreement of the power at war'. Says that he cannot allow that the incursions of 'the savages' on the northwestern frontier are without the directions of the Commnder-in-chief in Canada. Also refers to the case of Ezekiel Tilton.
