Full Description:
[Carleton] to Leslie. New York. Approves his proposal to send the South Carolina Regiment, North Carolina Volunteers, King's Rangers and North Carolina Highlanders to St Augustine and bringing two battalions of the 60th from there to New York, provided that will neither interfere with nor delay the arrangements for the evacuation of Charlestown. To provide Governor Tonyn with such ordnance and stores as Leslie thinks necessary and to consult with him as to provisions for the people who decide to go to St Augustine following the evacuation of Charleston. If there should be a convoy, the Guards in South Carolina are to be sent to England, and after drafting the men of the Irish Volunteers into British or Provincial corps, the officers also are to go home in the same fleet. The horse equipment sent from England is not to be landed. Artillery and heavy baggage is to be sent to Halifax. Horses and cavalry equipment for 50 men to be sent to General Mathew in the West Indies. Mathew has also applied for 200 'blacks' who will be paid and have rations. In the event that Leslie can find such in Charleston who are willing to enter service they are to be sent to St Lucia. To refer Mr Cruden's affairs to the Treasury if he has any difficulty in settling them. Given the probability of an attack by the French and Americans says that only 'any person what absloutely belongs to the troops' is to come to New York. All the transports and suitable vessels will be sent from this place and recommends that the artillery can be safely embarked as ballast. Approves the measure taken to allow the inhabitants to make terms with the enemy for their reconciliation. Sends copy of a letter from the Treasury regarding the salaries of some civil officers in South Carolina.
