Full Description:
Carleton to General Conway. New York. Encloses memorial by Colonel Clarke, Royal Fusiliers; strongly recommends him in light of his good conduct and humanity when commanding the evacuation of Georgia. Has received application from Colonel Campbell to change the establishment of the 74th Regiment to one colonel, one lieutenant-colonel and one major; hopes this will also be granted. Also encloses the request of Captain Archdall for promotion and a memorial of Captain William Spry of the Engineers for the same purpose; hopes the memorial of Captain Morse, Chief Engineer, sent some time ago, will also be attended to.
