Full Description:
Three letters: (i) Carleton to the Secretary of State for the Southern Department. Proposed letter recommending that the officers of the American Dragoons, having fulfilled their obligations, be given permanent rank in America and for half pay, upon the reduction of their regiment. (ii) Regarding the reaction of the Loyalists within and without the British lines to the news of Mr Grenville's offer of independence. Intends to offer every assistance, if possible, to the refugees from New York wishing to go to Nova Scotia. (iii) Encloses copies of correspondence with Washington and a letter from the Governor of New Jersey to which he has not thought it necessary to reply.
