Full Description:
Morgann, Secretary's Office. Draft letter sent by order of the Commander-in-Chief for the observations of Rear Admiral Digby, the powers proposed to be given by him to the commissioners for settling a cartel and who set out for Tappen tomorrow. Also encloses his private instructions for their conduct. Presumes Digby will 'be pleased to furnish them also with his powers and instructions as he may think proper'.
