[Carleton] New York. Addressed to whom it may concern, permission is hereby granted to the schooner 'Clinton', Peter Anderson its master, navigated with several men to proceed from hence as a flag of truce to Tappan, for the purpose of carrying Lieutenant-General Campbell and the Honourable Andrew Elliot, Commissioners appointed to settle a cartel for the exchange of prisoners.
