Full Description:
Commissioners Heath and Knox to Commissioners Campbell and Elliot. Tappan. They have met with Campbell and Elliot but finding their powers inadequate to effect the purposes intended by General Washington, have been constrained to decline entering on business due to the large sum of money owed to the United States for the subsistence of British prisoners to the present period. Declare that unless this representation and claim should be attended to, the United States will be compelled to take measures.
