Full Description:
Joshua Loring, Commissary-General of Prisoners to Abraham Skinner Esquire. Tappan. Wrote on the 19 July respecting the release of surgeons, and proposing that these should not in future be considered as prisoners of war. Also wrote on 'the 6th instant' and communicated the exchange of Cornwallis, the liberty granted to his aide-de-camp Lord Chewton, Major Ross and Lieutenant Haldane to act, and that Lord Rawdon had been exchanged by France. Desires a reply to these two letters.
