Full Description:
Joshua Loring to Colonel S. Smith. Tappan. Proposes the exchange of all the American officer prisoners of war taken at Charleston and since for an equivalent of British and German officers taken at Yorktown and elsewhere, now on parole within their limits and others who are with Smith. They are to be exchanged by rank as far as possible, afterwards according to the tariff settled by the Commissioners at Amboy in March 1780.
