Full Description:
Joshua Loring to Lieutenant-Colonel W S Smith. Tappan. Finding he is not authorized to enter into a general exchange of prisoners, he begs to make the following proposal for a partial exchange, which as it can only interest a few individuals, hopes Smith will concur in. Subjoins the names of Major England, Captain Fage, Captain Perryn, Lieutenant Sutherland, Lieutenant Stratton, Lieutenant Robert Campbell and Assistant Commissary William Coffin.
