[Carleton] to [Townshend]. New York. Number 28. Discussion includes regard to the settling of a Cartel for the exchange of prisoners, the empowering of Lieutenant-General Campbell and Mr Elliot, and they returning without any effect. Transmission of all of the documents concerning the transaction along with a representation from the Commissary-General of Prisoners. The fact of certain Americans confined in France as state prisoners, and the report of Captain Ross about the treatment of Major (of Brigade) Campbell by Don Galvez. Also encloses returns for prisoners received.
