Carleton to [Townshend]. New York. Number 29. Discussion with regard to the state of the country and spirit of discontent, and how negotiations for the exchange of prisoners has not been successful. That refugees there in New York have applied for a passage to Nova Scotia and that he means to accommodate them if circumstances permit. Encloses a copy of a letter he has written to Mr A.S. Hammond, together with a list of such persons as he informed him were desirous of going further this fall.
