Full Description:
Paterson to Carleton. Halifax. Number 3. Received previous letter and forwarded it to Brigadier-General Campbell at Penobscot who now has1,000 men. Promises to use every exertion to secure the province but the means he is supposed to be possessed of are not to be calculated by his numbers, 2,000 of which are raw, 'unformed' recruits. Avoided appointing a major of brigade, impracticality of adding to present defences, and the expenditure of money granted for the works and defences being enormous. Begs determination on the enclosed memorial, sends list of expenditures, and has ordered the ship 'Success' loaded with powder to sail under convoy of the 'Hussar'.
