Leslie to Carleton. Charleston. Encloses copies of a petition by some of the most respectable inhabitants of this town in the name and on behalf of the Loyalists of the province on the subject of the sequestered 'negroes' and other rebel property within the garrison and other relevant papers. Hopes he will receive Carleton's approval of the steps he has taken. He shall endeavour to ensure that the articles of the treaty will, on the part of the British, be strictly adhered to. Requests Carleton's specific confirmation of his (Leslie's) action in refusing to deliver up 'negroes' who, having claimed British protection, have been in arms or otherwise rendered themselves at risk from their former masters and the severity of the rebel laws. Carleton will observe it is a condition of the agreement that these 'negroes' should be valued and paid for and asks for particular instructions regarding the assurances he may give to the Loyalists on this subject, who have stipulated that the amount should be deducted from their property preserved by the treaty in case it should not be paid in time. The fleet sailed for Florida four days ago and is instructed to return as soon as possible. In the meantime he is preparing everything for the other embarkations, the one for Halifax now ready and expected to sail within a few days.
