Full Description:
Carleton to Major James Patterson. Acknowledges letters of 25 and 30 September and enclosures. Is concerned that Patterson found the works at Halifax in such bad order as to be prevented putting them in a proper condition before the onset of winter but this must not delay sending the intended reinforcements to Penobscot. Approves his complying with the Lieutenant Governor's request for troops to be sent to those parts of the frontier he mentions but they are to be of sufficient number to prevent the danger of their being carried off by every ships' departure. Having given orders for a very large supply of coal from Louisbourg, had hoped he was well supplied with fuel and would be able to assist New York; if there is a shortage he must ensure that the troops under his command are supplied. Has given directions for a proper hospital staff and a number of artificers to be sent to the province. Refers him to instructions given to Brigadier-General Campbell regarding public accounts. Sends copy of a letter from Lieutenant-General Lossberg respecting his need for stores. Says that the commissary at Penobscot having been discontinued without any reason given other than a compliance with the wish of Brigadier-General Campbell, it must be reinstated unless there has been misconduct. Lieutenant Rousselet returns to Halifax with stores needed for recruits and several officers are also sent to improve the discipline among them. The need for communication requires that the ships sent from New York should not be detained but sent back as soon as possible.
