Full Description:
Haldimand to Carleton. Received letter of 9 September and a duplicate of 'the 6th' in cipher. Is at a loss to know who claims 200 guineas for forwarding the dispatches. Explains his method in sending letters. Says there is only one regular channel, name given in cipher, who has received £280 to defray contingent expenses. Small sums have been sent to Albany and the frontiers as gratuities. Proposes advancing the money for the journey from where the messenger is sent and the same for his return where dispatched with an answer. Thinks it inconvenient and unsafe for messengers to have on them the money necessary to defray expenses going and returning.
