Full Description:
Sir Guy Carleton to General Washington. At a loss how to answer the declaration of Congress in [Washington's] letter of 2 October. It has been practice at the process of drawing up peace between nations at war to have reciprocal maintenance and exchange of prisoners. Laments Congress's indications to reject peace and settlement, drag matters out to the bitter end and not release prisoners.
