Full Description:
Carleton to Thomas Townshend. New York. Following his [Carleton's] letter of 7 October, the same discontent in the Provinces continues, dislike of taxation causing resistance and commotion. Timely forbearance by the Civil Governor has led to abatement of animosities. Seems probable that the people will force Congress into declaration of peace. Loyalists divided following communication of Mr Grenville's offer at Paris. The Continental troops have formed committees to petition their States for promises to be kept regarding pay which may be lost in the event of peace and independance. The French troops are now moving eastward, some think to Boston then to the West Indies. The King's army will be put into winter quarters when the enemy movements become certain.
