Full Description:
Lieutenant-Colonel Archibald McArthur to Lieutenant-General Leslie. St Augustine. Every endeavour has been made to land the troops and provisions. Too great a proportion of provisions have been sent to St John's, but Captain Edwards said conditions made it impossible to land a greater proportion before the 'Hornet' and 'Adamant' sailed. Captain Howe has been ordered to protect provisions landing at St John's. Colonel Glasier informed him [Leslie] that he had appointed Mr Winniott a commissary for the refugees at five shillings per day. [McArthur] has continued him and formed a committee of four principal refugees; Colonels Ball and Cassells for Carolina and Colonels Tattnall and Douglas for Georgia, to help ascertain numbers of refugees and black people and deliver provisions. He has allowed them two assisants at half a crown each per day. A vessel bringing clothing to the garrison was lost on the Bar, and the rescue vessel lost its master and some crew. He intends to replace the guns at the Matanza fort and make it an officer's post (he will also have a galley or gunboat there). Is anxious to hear of a naval victory and that if true hopes he [Leslie] will not quit Charleston. The new garrison have lost their barrack blankets to the departing 60th Foot, but having remonstrated with Colonel Glasier, Glasier thought ordering the 'third' (battalion) to leave theirs would have consequences. The Barrack Master has regimental receipts from issue of furniture. Asks if the corps have leave to enlist men. Colonel Brown has offered assistance pointing out lands and procuring settlements for refugees on the St John's River and public boats shall be given for that purpose.
